Safety inspection for the car or van in London Ontario . Getting a bad safety??

Hi, I have recently bought a used toyota celica 2002 from a person in woodbridge. After he told me everything was fine, he did the emission and certified on the vehicle. After I paid for it, I found out from my mechanic that the rear seat belt is stuck and cannot be used. There is no heat in the car but only cold air is blown and there is no visor in the vehicle. I want to know if any of the above is a disqualification or a denial of a safety check? Could you pass safety and could the car be certified even with the above problems? Please let me know. I have also contacted the seller but he has not returned my phone calls. As today is saturday, the DMV is closed. I have no idea what to do as this is my first time purchasing a used vehicle. Please help!

I have reviewed your note and I suggest you contact the ministry of transportation for an inspection to reveal all the defects that this car may have . The items that you have mentioned such as seat belts and the defrost system are supposed to work as the manufacturer had intended – so you have a car that shouldn’t have passed .
